Because it's simple or ??

Usually the "dummy" qualifier for a device means it's non-
functioning e.g. a dummy security camera.

I don't think so -- the program is called DummyRepeater.

DummyRepeater is the name of one of the repeater programs in G4KLX's suite for D-STAR.  To the ircDDBGateway it looks like a physical repeater, ala dstarrepeater (for Homebrew Repeaters), but instead of being a radio, the 'repeater' is a microphone and speaker with a piece of software emulating a D-STAR repeater.  So in that sense it is a 'dummy' -- but it's quite powerful.  You might want to visit the blog and see VK5ZEA's adaptation.
