The HATS (UDRC and DRAWS) are dependent on the GPIO of the Raspberry Pi, I have tried other SBC which claim GPIO compatibility (a couple of years back), with no happiness. Try at your own risk.

Hat minimum voltage
If using the barrel connector, as Bryan says. It can also run off of the GPIO header using the Pi power. We recommend the barrel.

After this procedure how long did you wait for a fix? It can take a fairly long time to get a fix after a 'cold' start. (15 minutes or more sometimes)

This is a hardware issue with some Yaesu radios including the FT 817. They use that pin for an input and output and it is just best to disconnect it.
